UPSC-33 PROFORMA - for placing Requisition for Direct Recruitment Posts with UPSC in case of selection through Interview

     Department of Personnel & Training has issued instructions on UPSC-33 Proforma  required for placing Requisition for Direct Recruitment Posts  with UPSC in case of selection through Interview.  The essence of various instructions in the matter has been summarized in the following paras for guidance and better understanding

1.       SINGLE WINDOW SYSTEM IN UNION PUBLIC SERVICE COMMISSION FOR ACCEPTING REQUISITIONS IN UPSE-33 PROFORMA

1.1     In order to reduce delay in finalizing recruitment proposals due to shortcomings/discrepancies in requisition, Union Public Service Commission (UPSC) introduced Single Window System for accepting requisitions (in UPSC-33 proforma) for direct recruitment posts to be filled by Selection through interview. 

1.2.       Under this system, the requisitioning Ministries/Departments shall  be required to bring their complete proposals (requisitions) along with following documents by hand for on the spot scrutiny by the designated officer in UPSC in terms of the Checklist (updated from time to time) annexed: -

 (i) Notified Recruitment Rules/Service Rules along-with the date.

(ii) All up-to-date notified relevant amendments in recruitment Rules/Service Rules alongwith the date.

(iii) Act and regulation referred to in the RRs/Service Rules or in the amendments in RRs/Service Rules.

(iv) All up-to-date relevant amendments in the Act and regulation referred to in the RRs/Service Rules or in the amendments in RRs/Service Rules.

(v) All up-to-date Notification/Instructions regarding "Educational Qualifications'’ treated as equivalent to the Essential/Desirable Qualifications for the post. This is of significance only when "or equivalent" is specified under Essential/Desirable Qualifications.

(vi) All up-to-date Notifications/Instructions regarding "Foreign Educational Qualifications' treated as equivalent to the Essential/Desirable qualifications for the post. This is of significance only when "or equivalent" is specified under Essential/Desirable Qualifications.

(vii) Certified serial numbered index list in chronological order, indicating details (including date) of the above mentioned documents. 

1.3.    All the Ministries/Departments are required to authorize a representative not below the rank of Under Secretary to appear in Commission’s office in person with prior appointment, and hand over the requisition, complete in all respect, with all the relevant document/record to Under Secretary (IFC).

1.4.    Only cases, which are complete in all respect as per the checklist, would only be accepted for further detailed scrutiny and examination.

2.       Amendments in UPSC-33 proforma w.r.t.  reservation scheme for PwD category and EWS category and Introduction of “e-Appointment Software under Single Window System”

2.1     In view of the changes in categories of Persons with benchmark disabilities, as per the "Rights of Persons with Disabilities Act, 2016", the proforma, for submitting requisition to UPSC under Single Window System i.e. UPSC 33 proforma, has been amended from time to time, to list the newly identified categories of disabilities as per latest "The Rights of Persons with Disabilities Act, 2016.”

2.2.      Further, with the implementation of reservation scheme for Economic Weaker Sections taking effect from 01.02.2019, a copy of the revised proforma UPSC-33 alongwith its Checklist is enclosed for information and compliance.

2.3.   Commission has introduced "e-appointment software under Single Window System" for discussing and accepting Recruitment Requisitions in cases of direct recruitment by selection, which is made operational w.e.f. 1st November, 2018. The application can be accessed from Single Window System tab, available at home page of Commission's website i.e. (http://www.upsc.gov.in/single-window-system). The representatives, not below the level of Under Secretaries of the Ministries/Departments/UTs, are requested to seek prior appointment through this system only.

2.4.     All Ministries/Departments were requested to make a note of the above for strict compliance and also ensure that from now onwards the revised proforma UPSC-33 is used for placing requisition for direct recruitment posts with UPSC. The revised proforma may also be brought to the notice of the attached subordinate offices for information and strict compliance.

3.       “Updation in Standard UPSC-33 proforma alongwith Check-list for receiving requisition in UPSC from Ministries/Departments, in view of Rights of  Persons  with Disabilities Act, 2016 and implementation of reservation scheme for Economic Weaker Sections (EWSs)”

3.1       In view of the amendment, vide Notification no.30-12/2020-DD-III, dated 24.08.2022, made in the Notification no.38-16/2020-DD-III, dated 04.01.2021, issued by the Ministry of Social Justice and Empowerment, Department of Empowerment of Persons with Disabilities (Divyangjan), UPSC-33 Proforma, for submitting requisition to UPSC under Single Window System for filling up the vacancies reserved for PwBDs, has been modified/updated, in consultation with the Department of Empowerment of Persons with Disabilities (Divyangjan).   A copy of the revised Proforma UPSC-33, along with its Checklist is enclosed for information and compliance.

3.2       All Ministries/ Departments are requested to take a note of the above for strict compliance and also to ensure that from now onwards the revised UPSC-33 Proforma is used for placing requisition for direct recruitment posts with UPSC. The revised proforma may also be brought to the notice of the attached/ subordinate offices for information and strict compliance
